Navigating the Logistics Maze: Peak Season, New Regulations, and Building Carrier Redundancy

Author: Nitish Goel, InXpress Franchise Owner – APPA Service Provider

An industry guide for members of the Australasian Promotional Products Association (APPA)

Navigating the complexities of global supply chains and peak season demands requires strategy, adaptability, and local expertise.

Below are key operational challenges, regulatory shifts, and risk-mitigation strategies every APPA member should navigate to keep their cargo moving smoothly.

Navigating the High Stakes of Peak Season

Peak season is a double-edged sword: sales volume spikes, but so do shipping bottlenecks, capacity constraints, and unexpected delays. In the promotional products industry, where products are tied to strict event dates, product launches, or seasonal campaigns, a late delivery isn’t just an inconvenience—it can result in lost revenue and damaged client trust.

During peak demand windows, standard transport networks experience severe congestion. Carriers face space allocation limits, port delays, and labor shortages, leading to unpredictable transit times. To survive peak periods without compromising service quality, businesses must adopt proactive forecasting:

  • Book Early: Secure space with carriers well ahead of major demand surges to lock in rates and capacity.
  • Buffer Lead Times: Factor in extra buffer days for custom clearances and final-mile deliveries.
  • Clear Documentation: Ensure all commercial invoices and packing lists are error-free to avoid border holds.

Key International Shipping Regulations Changes

International freight regulations are evolving rapidly, with strict digital reporting and tax policy changes taking effect. For APPA members exporting finished promotional goods or importing samples to and from key markets like the European Union, two critical regulatory shifts demand immediate attention:

  1. EU Import Control System 2 (ICS2) Air Mandates: Under the EU's enforced ICS2 security framework, all air cargo entering or transiting Europe requires detailed electronic data prior to departure. Customs authorities will automatically reject vague descriptions like "apparel," "samples," or "promotional gifts". Air shipments must include precise item descriptions, 6-digit Harmonised System (HS) tariff codes, and valid recipient EORI numbers to avoid "Do Not Load" directives or severe border holds at European entry hubs.
  2. Removal of the EU €150 De Minimis Duty Exemption: The EU is officially abolishing the long-standing €150 customs duty exemption for imported goods. Previously, low-value parcels and sample shipments valued under €150 entered the EU duty-free. Going forward, all low-value shipments will be subject to mandatory duty charges (including a flat interim customs duty per line item) alongside full declaration data. For promotional product businesses sending sample packs, merchandise bundles, or low-value client orders into Europe, this significantly impacts landed costs and requires transparent customs pricing upfront.

Partnering with a dedicated logistics service provider ensures your international shipments comply with these evolving frameworks without requiring you to become a customs expert yourself.

The Power of Carrier Redundancy: Why One Vendor Isn't Enough

Relying entirely on a single freight carrier is one of the highest operational risks a promotional products business can take. When a sole carrier experiences supply chain disruptions, system outages, rate hikes, or capacity limits, your entire operation comes to a sudden halt.

Building carrier redundancy means maintaining access to a diversified portfolio of transport partners across express parcel, air freight, sea freight, and domestic couriers.

  • Risk Mitigation: If one carrier experiences local delays or port congestion, you can seamlessly pivot to an alternate service line.
  • Optimised Costs: Different carriers excel at different lanes and package weights. Multi-carrier strategies allow you to select the most cost-effective option for every specific route.
  • Flexibility: When express delivery is non-negotiable, having immediate access to premium air express channels alongside standard ground services gives you total control over delivery timelines.
